Please Note:  A resolution and an emergency ordinance shall take effect immediately upon its passage or at such later date as is fixed in it.  Every other ordinance shall take effect after the thirtieth (30) day, exclusive of day of publication, or at such later date as is fixed therein.  Every ordinance adopted by the voters of the City shall take effect immediately upon its adoption, or at such a later time as fixed therein.  (Appendix A, Section 3.09 of the Richfield City Charter)
